Flexible Spending Account Program Changes for FY2022

Human Resource Services records indicate that you are currently participating in the Medical Care Assistance Plan (MCAP) and/or the Dependent Care Assistance Plan (DCAP) or are enrolled in a Health Savings Account (HSA).  We would like to make sure that you are aware of a few important changes/reminders to the plan for FY2022.  Below are highlights of important changes as well as some general reminders:

Plan Year Contribution Limits

The MCAP maximum contribution amount will remain unchanged at $2,750.  The DCAP maximum contribution amount will increase from $5,000 to $5,250.  The HSA maximum contribution (employee and employer combined) is detailed below:

  • Under age 55, individual – $3,600
  • Under age 55, family – $7,200
  • Age 55 and older, individual – $4,600
  • Age 55 and older, individual – $8,200

Health Savings Account Reminders

Last year the State of Illinois introduced a Health Savings Account (HSA).  Employees must enroll in the Consumer Driven Health Plan (CDHP) to be eligible to enroll in an HSA.  Employees choosing to enroll in the CDHP and an HSA, are eligible to receive a State contribution of one-­third of the deductible into their HSA account ($500 individual or $1000 family).  Employees cannot be enrolled in both an HSA and the MCAP plan.

Employees that were enrolled in the HSA plan for FY21, will automatically be enrolled in the employer contributions for FY22, but will need to elect to participate with employee contributions for FY22.  Employee contributions do not automatically carry over each year.

COVID-19 Impact on MCAP

The State of Illinois is allowing temporary COVID-19 flexibility to the MCAP plan.  Members will be permitted to rollover their full unused account balance from FY21 to FY22 provided the member re-enrolls for the FY22 plan year.  Typically, members are permitted to rollover $550 of unused funds.  Additionally, they will be permitting increased flexibility throughout the year, allowing members to start a new election or increase contribution amounts without a qualifying event.  More information can be found on the CMS website.

COVID-19 Impact on DCAP

The State of Illinois is also allowing temporary COVID-19 flexibility to the DCAP plan.  Members will be permitted to rollover their full unused account balance from FY21 to FY22 provided the member re-enrolls for the FY22 plan year.  Typically, there is no rollover with the DCAP plan.  Additionally, they will be permitting increased flexibility throughout the year, allowing members to start/stop and/or increase/decrease contribution amounts without a qualifying event.  More information can be found on the CMS website.

Employees Must Re-enroll in MCAP and DCAP to Participate for FY22

Please be reminded that Flexible Spending Account plan elections do not automatically carry over each year.  Employees will need to process their election on the MyBenefits website.  The MyBenefits Service Center is also available to help answer questions or process enrollments.
