Equal Opportunity Liaison User Group in PeopleAdmin

Another change that was implemented a few weeks ago in PeopleAdmin was the creation of a new user group titled Equal Opportunity Liaison (EOL), and its addition within the various new workflows in the system.

The concept behind the EOL was developed from various discussions in recent years to reestablish a role that was involved in the university’s search process many years back. This role had direct responsibility and oversight of their area’s recruitment and hiring processes and needs, and would serve as a liaison to Human Resources Services (HRS) to ensure consistent communication and implementation of HR procedures. The EOL would possess these same responsibilities and would also be responsible for ensuring the consistent implementation of NIU’s Affirmative Action Plan (AAP) and diversity recruitment, hiring, and retention initiatives for their respective areas. Ideally, the EOL would be an individual at the college/division level who has a prominent role in HR and Affirmative Action procedures and is responsible for reviewing and approving related items.

In PeopleAdmin, the EOL is a user group that appears between the Division Head/VP and the appropriate HR user group in a particular request/posting/hiring proposal. When the Division Head/VP takes action on an item to move it forward in the workflow, they have the option to select the appropriate EOL that has been assigned to their division, and submits it to them. That particular EOL will then review the item in full, making sure that all necessary information has been filled correctly, accurately, and in accordance to HRS and Affirmative Action procedures. After affirming that the item is appropriate, the EOL takes action by submitting it to the designated HR user group in the workflow.

Below is a diagram list that shows the standard workflow for the new Position Requests forms from the EOL to final HR approval. Returning workflows not shown here. Note: Applicant Tracking System workflows will be shared in the near future:

Refill: EOL transitions to Class and Comp > Class and Comp transitions to Talent Acquisition > Talent Acquisition approves request

Refill (with Search Waiver): EOL transitions to Class and Comp > Class and Comp transitions to Talent Acquisition > Talent Acquisition transitions to Affirmative Action > Affirmative Action transitions back to Talent Acquisition > Talent Acquisition approves request

Job Description Update: EOL transitions to Class and Comp > Class and Comp transitions to Affirmative Action > Affirmative Action transitions back to Class and Comp > Class and Comp approves request

Reappointment: EOL transitions to Faculty/SPS Life Cycle > Faculty/SPS Life Cycle approves request

Job FTE Change Only: EOL transitions to Class and Comp > Class and Comp approves request

Job Funding Change Only: EOL transitions to Faculty/SPS Life Cycle OR Civil Service Life Cycle > Faculty/SPS Life Cycle OR Civil Service Life Cycle approves request

Vacate: EOL transitions to Faculty/SPS Life Cycle OR Civil Service Life Cycle > Faculty/SPS Life Cycle OR Civil Service Life Cycle approves request

All divisions will need to have an EOL assigned to their divisional workflow in PeopleAdmin to ensure that all requests/postings/hiring proposals are routed through efficiently. Divisional leadership or designees are invited to contact Alan Clay (aclay1@niu.edu or Teams) for guidance on assigning personnel to the EOL user group or for more general information.
